Prices and special terms for music in community radio

On this page you will find STIM's prices and terms for using music in community radio.

From 1 January 2024 you enter into agreements with STIM, SAMI and IFPI at the same time via our webshop.

License for community radio associations

For its use of Music and recorded works in community radio, the Licensee pays a fee to STIM as follows:

The license pricing model means that the license fee, based on the number of music hours and potential listeners, is divided into four different intervals. In calculating the license fee, each interval must be fully used before the next interval applies.

Example:

300 music hours

= (250 music hours * 1.55 kronor) + (50 music hours * 1.43 kronor)

= 459 kronor per thousand potential listeners

Before the license fee is calculated as shown above, the number of Potential listeners shall be adjusted taking into account the following information:

  • If the Licensee broadcasts community radio to fewer than 214,000 Potential listeners, a standard deduction shall be applied, which means a reduction of the number of Potential listeners by 30%. As an alternative, the Licensee may submit documentation to STIM demonstrating the number of potential listeners, whereupon the license fee shall be based on that figure.
  • If the Licensee broadcasts community radio to more than 214,000 Potential listeners, a price cap shall be applied, which means that the license fee is calculated based on 150,000 Potential listeners.

Special terms

Definitions

In addition to the definitions set out in the General Terms, the following definitions shall apply:

Music hours

The number of hours per calendar year that the Licensee makes Music and recorded works available to the public via broadcasts of community radio and web radio

Potential listeners

Population according to statistics from Statistics Sweden (Statistiska centralbyrån) within the municipality or municipalities where the Licensee carries out broadcasts of community radio

Web radio

The making available of Music and recorded works to the public by the Licensee online, e.g., via a website or mobile application, which occurs simultaneously and with the same content as the Licensee's community radio broadcasts.

Scope of the license

Replaces section 3 of STIM's General Terms.

Under the License Agreement the Licensee is granted:

  • A non-exclusive license from STIM/NCB for reproduction and making available to the public of Music
  • A non-exclusive license from IFPI/SAMI for reproduction and making available to the public of the recorded works to which IFPI/SAMI may hold rights during the license period

The license applies only to the copyright-relevant exploitations of Music and recorded works that the Licensee carries out for the purpose of broadcasting community radio, and, where applicable, web radio broadcasts.

The Licensee enters into a binding application for a license by signing the license application provided by STIM. The license is binding for STIM/NCB/IFPI/SAMI when the Licensee has been issued a License Confirmation or an invoice after the Licensee has signed the documentation.

The license applies subject to the limitations set out in section 4 of the General Terms and otherwise by the License Agreement.

Advance payment

Payment shall be made quarterly in advance in accordance with section 6 b) of the General Terms.

Music reporting

Replaces section 8 of STIM's General Terms.

The Licensee has no obligation to submit Music reports to STIM, but may choose to do so voluntarily. If Music reporting is carried out, it shall be done in the format and contain the information that STIM specifies from time to time.

The Music reporting forms the basis for the allocation and payment of remuneration that STIM makes to its rightsholders, and it is therefore of utmost importance that the reporting is accurate.

If STIM, due to incorrect or deficient Music reporting from the Licensee (for example but not limited to omission of repertoire, incorrectly named author/composer, or incorrect playing time), has allocated and paid out too little remuneration or has paid out to the wrong rightsholder, the Licensee shall pay compensation to STIM corresponding to the remuneration that STIM would have paid to the correct rightsholder with correct Music reporting, as well as STIM's reasonable administrative costs. This obligation is limited to three years from the date STIM paid out to the rightsholder unless the Licensee has acted with gross negligence. The compensation shall be paid within 30 days from the issuance of an invoice from STIM.

STIM has no obligation to reclaim remuneration that STIM, on the basis of the Music reporting provided by the Licensee, has allocated and paid out to rightsholders or to sister societies with which STIM has representation agreements.

STIM's General Terms

STIM's General Terms shall be read and accepted when the Licensee obtains a license.
